ABCs of IEPs and 504 Plans

The world of special education law is filled with many acronyms. Keeping track can confusing. Below are some acronyms commonly used in special education and their meanings.

  • Early Intervention ("EI")-A Federal program, administered by the New York State Department of Health, that is available to children under the age of 3 who have a confirmed disability or a developmental delay in at least one of the following areas of development: physical, cognitive, adaptive, communication or social-emotional.   The types of therapeutic and support services available to eligible infants and toddlers include, but are not limited to, occupational/physical/speech pathology services, special instruction, psychological services, nursing services, nutrition services, vision services, social work services, and assistive technology services.

  • Committee on Preschool Special Education ("CPSE"):The CPSE is a committee that is responsible for identifying, evaluating and determine the special education needs of students between the ages of 3-5 who may be in need of special education services. For those who qualify, the CPSE is also responsible developing an Individualized Education Program (“IEP”) designed to address the unique needs of the individual student with disabilities.

  • Committee on Special Education ("CSE")-The CSE is a committee that is responsible for identifying, evaluating and classifying students between the ages of 5-21 who may be in need of special education services. For those who qualify, the CSE is also responsible developing an Individualized Education Program (“IEP”) designed to address the unique needs of the individual student with disabilities.
